Payroll software in Morocco: payslips, CNSS, AMO, income tax and prepared filings

Moroccan payroll software calculates gross pay, CNSS and AMO contributions, income tax (IR) and net pay every month, then prepares the filings. SOGESTIO produces payslips including seniority, generates a preparatory DAMANCOM file and a preparatory 9421 statement for SIMPL-IR, and posts the payroll entry to the books. Payroll is included in the Pro and Groupe plans.

How is a Moroccan payslip built?

A Moroccan payslip always runs from gross to net. You start from base salary, add the seniority bonus, overtime, bonuses and taxable allowances to reach gross pay, then deduct the employee's CNSS (social security) and AMO (compulsory health insurance) contributions. Taxable net income is then calculated after allowed deductions such as professional expenses, the income tax (IR) scale is applied, and family allowances are deducted from the tax. What remains is net pay.

Each step has its own rates, ceilings and scales, which change with regulations and finance laws. That is where mistakes get expensive: a forgotten CNSS ceiling, a seniority level not updated, a tax bracket misapplied. SOGESTIO runs these calculations for each employee while you keep control of the parameters.

  • Base salary, seniority bonus, bonuses and allowances
  • CNSS and AMO contributions, employee and employer shares
  • Taxable net income and IR under the current scale
  • Family deductions
  • Net pay and employer cost summary

Worked example: seniority, the most common oversight

The seniority bonus is a percentage of base salary that rises with years of service, in steps set by the Moroccan Labour Code. Take an employee hired five years ago on a base salary of 6,000.00 DH. At the 10% step that applies after five years of service, her seniority bonus is 600.00 DH, bringing gross pay to 6,600.00 DH before any other bonus.

In a spreadsheet, moving to the next step is easily missed for months, and catching up happens later under pressure from the employee or an inspection. SOGESTIO calculates seniority from each employee's hire date and includes it on the payslip. As with every payroll parameter, have your rules reviewed by your accountant or payroll adviser.

DAMANCOM: preparing the CNSS return without re-keying

Every month, employers declare their employees and salaries to the CNSS through DAMANCOM, its online filing portal. Re-typing employees one by one or rebuilding a file by hand is a classic source of differences between payroll and the return.

SOGESTIO generates a preparatory DAMANCOM file from the month's payslips. The data comes from the same calculations as the payslips, so what is declared matches what is paid. The return is then reviewed and submitted by the company or its accountant on the CNSS portal.

The 9421 statement for SIMPL-IR

Once a year, employers report salaries paid and income tax withheld at source on the 9421 statement, filed through SIMPL-IR, the DGI's online portal. It is heavy work when payroll data is scattered across twelve monthly files.

SOGESTIO produces a preparatory 9421 statement in XML from the year's payslips, to be transferred into SIMPL-IR. Your accountant starts from complete, consistent data instead of rebuilding the year employee by employee.

Payroll linked to accounting and cash

In many companies payroll is run separately and the accountant then re-keys a payroll journal. In SOGESTIO the payroll accounting entry is generated automatically on the Moroccan chart of accounts (CGNC): salaries, social charges, amounts owed to staff and to social bodies.

Total payroll cost appears immediately in the income statement and in the profit shown on the dashboard. With the Banking module, salary transfers are reconciled with bank statements, and the 13-week cash forecast reflects your payment dates.

Keeping salaries confidential

Salaries are sensitive data. In SOGESTIO, role-based permissions restrict access to payroll, so a sales rep or storekeeper cannot see colleagues' payslips. The audit log records who viewed or changed what, and each company is isolated on the server side.

For businesses that prefer to keep data on their own premises, the On-premise edition installs on their own server and works without Internet access, on quotation.

Which plan includes payroll?

Payroll is included in Pro, at 449 DH/month or 4,490 DH/year excl. VAT, together with accounting, banking, purchasing, CRM and documents, for one company and up to 10 software users. Groupe, at 990 DH/month excl. VAT, covers several companies, each with its own payroll, a good fit for groups, construction or manufacturing. Starter does not include payroll. The 14-day free trial needs no bank card and no commitment.

Frequently asked questions

Does SOGESTIO calculate CNSS, AMO and income tax?

Yes. Each payslip calculates CNSS and AMO contributions, taxable net income and IR, plus the seniority bonus. Parameters remain editable to follow regulatory changes, and results should be reviewed by your accountant.

Does SOGESTIO file directly with the CNSS?

No. SOGESTIO generates a preparatory DAMANCOM file from the month's payslips. The return is then reviewed and submitted by the company or its accountant on the CNSS DAMANCOM portal.

What is the 9421 statement?

It is the annual return of salaries paid and income tax withheld, filed on SIMPL-IR, the DGI's portal. SOGESTIO produces a preparatory XML version from the year's payslips.

Is payroll available in the Starter plan?

No. Payroll is part of Pro, at 449 DH/month excl. VAT, and Groupe. Starter covers invoicing, inventory, expenses and petty cash.

Do employees need a SOGESTIO account?

No. Employees are payroll records, not users. Each plan's user limit applies to the people who log in to the software, such as the manager and the accountant.

Is payroll posted to the accounts automatically?

Yes. The payroll entry is generated automatically on the Moroccan chart of accounts for each payroll run, so there is no payroll journal to re-key and your result stays current.
